DA Mpi 03/3 - PKI for the KDMZ

Among other things, the KDMZ is a distributor of electronic forms for communication between citizens and boroughs. Thanks to the existence of E-Forms and the rationalisation of the corresponding workflows, it is possible to reduce costs. A Public Key Infrastructure (PKI) would be required to use these forms efficiently and securely over public infrastructure such as the Internet. Based upon acquired theoretical and practical background, this diploma thesis therefore presents a feasibility study for a PKI. We show how the KDMZ is able to maintain such an infrastructure for itself and its customers through a pilot scheme. The first step towards this goal was to describe the processes and the basic conditions (legal restrictions, operational aspects, etc.) which must be addressed for a Public Key Infrastructure to work properly. Furthermore, we elaborate different constituent parts of a PKI, such as a specific catalogue of requirements, software and hardware evaluation and the planning as well as the detailed costing of the pilot project. To fully deliver the solution and to make the pilot project successful, a characterisation of marketing, support and educational issues is contained in our findings. Eventually, our research concluded that the whole solution can never be considered complete since it must continuously be revised to continue to meet the changing requirements of a dynamic environment. We also come to the conclusion that even though managing a Public Key Infrastructure can be an organisational and financial challenge, the KDMZ is capable of resolving this implementation issue.
