DA Zem 02/2 - Web-based Online Services for a municipality and Content Management Tool

Nowadays the web appearance of a municipality is much more than offering some static information. More and more it is being developed to a multifunctional platform as a place where the interests of the municipal administration and the web visitor meet. This diploma thesis supports this development within three steps. The existing CMS is rebuilt as an internet application to offer the possibility of publishing current information with a remote access. Further, the existing online market place is upgraded with an image upload. Finally, the online counter enables the municipality to offer their services 24 hours a day.

All new components are integrated into the existing environment. The code scripts have been developed with PHP 4.0 on a Linux server. The usage of the editor called PHPEd provided an effective developing environment.

For the flexibility of the CMS some changes at the database needed to be done. Most time of the CMS development was required for the programming task. In this thesis the CMS components for publishing news and the online counter have been developed. In collaboration with the thesis ?Zem02/3?, the complete CMS has been realized and is ready for deployment. The implementation of the online counter required an intense analysis of the municipality?s business processes. In the realization phase aspects of security have been taken into account while a new database was created and the services have been implemented. The online counter provides various services, downloaded PDF-forms or, at least, some further information about the transaction of interest. The server part is ready for deployment. On the side of the municipality there is more work to be done. In this thesis, a prototype of an administration tool for order processing has been developed. It can serve as a starting point for further rationalization of municipal processes in future projects.
